About Us

The Gerald Franklin Agency was founded by Gerald Franklin, Sr., 1944 after making the decision to leave his employment as the Houston District supervisor of the Texas Liquor Control Board. The company was originally intended to be general insurance agency but, due to his previous experience and the encouragement of local beverage wholesalers, the License Service aspect of the business was begun.

Marguerite Franklin began the management of the agency in 1952 upon the death of Mr. Franklin and was joined her oldest son Don in 1956. Her younger son, Gerald, joined the firm in 1967 and has managed the company since the retirement of his mother and brother.

The company now is primarily involved in the processing of new and renewal applications for all types of retail, wholesale and manufacturing licenses and permits issued by the Texas Alcoholic Beverage Commission. In addition, the company assists applicants with ancillary licenses such as Sales and Use Tax permits, Special Occupational Tax Stamps, Lottery and Tobacco permits, Food Stamp Licenses, Special Use Permits, Dance Permits, Federal Wholesaler's and Importer's Basic Permits.

Office Personnel:


Mary Tripoli:

A part time employee, Mrs. Tripoli takes care of client notification about renewals, office filing and assists the office manager with special projects. Mrs. Tripoli joined the agency in 2001.


Gene Garner:

Mr. Garner is responsible for filing applications in Harris and surrounding counties. Is a primary liaison with the office of the State Comptroller of Public Accounts, the local offices of the Texas Alcoholic Beverage Commission, City Secretaries and County Clerks and Judges. Mr. Garner, a retired supervisor of the Houston Coca Cola Bottling Co., has been employed since 2003.


Thuong Ngo:

Mrs. Ngo is primarily responsible for processing new on and off premises Beer, Wine and Package Store permits. She also assists with new Wholesaler's and Manufacturer's licenses and permits as well as Mixed Beverage permit applications, Ms. Ngo is fluent in Vietnamese and has been with us since 2003.


Virginia Martinez:

Mrs. Martinez has been employed with the firm since 1994 . She, along with Mrs. Ngo, is responsible for new On and Off Premises Beer, Wine and Package Store applications. She shares responsibility for monthly renewal billings, with Mrs. Ngo and Mrs. Tripoli.


Kim Harvey:

Mrs. Harvey is the Office Manager and responsible for personnel and bookkeeping as well as major responsibility for several of the major chain clients that we represent. Employed by the firm since 1977, she is involved in all phases of the office operation.


Chanya Krisco:

Ms. Krisko joined us in 2006 and is an administrative assistant. She works with accounts payable and also assists with general clerical duties. She is also fluent in Thai.


Estella Salinas:

Mrs. Salinas has been employed by the agency since 1987. She is primarily responsible for new Mixed Beverage Permits as well as retail On and Off Premises licenses. She supervises the permit and notary bond operations and is primarily responsible for several chain operations.


Deborah Johnson:

Ms. Johnson joined the firm in 2006 after a 35 year career with the Texas Alcoholic Beverage Commission. Ms. Johnson is primarily responsible for new Mixed Beverage Applications, renewals and other ancillary permits.


Keith Coleman:

Mr. Coleman joined the firm in 2006 after resigning from the Texas Alcoholic Beverage Commission where he served in the Enforcement Division for sixteen years. The last five years of Mr. Coleman's career with The Commission he served as the Regional Commander over Southeast Texas. His duties include assisting new clients, consulting, administration and information technology.


Jeremy Depew:

Mr. Depew joined the agency in 2008 and serves in several capacities, from accounts payable to processing city and county licenses and permits.


Rhonda Davis:

Ms. Davis is primarily responsible for Mixed Beverage Permit renewals, Permit Bonds and also assists with various new applications. She joined the agency in 2006.


Gerald Franklin:

Mr. Franklin joined the firm after graduating from Sam Houston State University with a Bachelor of Business Administration degree and serving 3 years as a commissioned officer in the United States Army. A founding member of the Texas Association of Beverage License Services, Mr. Franklin currently serves as its Secretary-Treasurer. He is active in many civic and non profit organizations in the city and state. A member of the National Exchange Club, he served as the national President of that organization in 2000.
